WARNING: Some (advocates and sanctuaries) receive substantial donations (millions a year), some are ‘private’ foundations which retain ownership of all they acquire. Some are acquiring massive fortunes, properties and assets, and ridiculous paychecks for very little effort and ‘do very little for the wild horses‘, and ‘at the expense of the wild horses‘ (misrepresentation and possibly fraudulent).

Please pay attention to who you donate to (do your own research). While they may be listed here with advocates, not all groups and non-profits are the horses’ friends. They may be ‘FRENEMIES’ using the plight of the horses for their own personal gain!

I give you the info I find as I find it ‘without bias’ (info updates often), and you decide for yourselves. While I have my own opinions made since this project started and after personally researching extensively, I attempt to not include them here.

– ACTIVE INVESTIGATIONS into SLAUGHTER INDUSTRY

Documenting with full-time investigators working in the United States to document all animal abuse (horse investigations) and have lead to major successes. Their focus is on improving conditions for all farm animals, and end the inhumane treatment suffered by equines in the horse slaughter pipeline. They work primarily in the field: trailing livestock trucks on highways (long distance transportation), visiting markets and auctions, feedlots, collecting stations, and slaughterhouses.

They closely cooperate with numerous enforcement agencies and others (local and state police, veterinarians, the United States Department of Agriculture).

The American Wild Horse Campaign: Working to ensure the future of America’s iconic wild horses and burros and the public lands where they roam.

The Board of Directors of American Wild Horse Campaign include:

ELEANOR PHIPPS PRICE (President) – Owner of a Sonoma County, California winery Dunstan Wines and a 2,000-acre non profit Northern California wild horse sanctuary Montgomery Creek Ranch in Elk Creek, CA 95939 with more than 200 rescued mustangs and burros.  She has business management experience and an extensive knowledge of the issues and challenges of wild horse advocacy and management. STEPHANIE ZILL (Treasurer) -Is a Certified Public Accountant and business manager located in Southern California.  She has over 30 years’ experience in accounting in a variety of fields including entertainment, law, and logistics. 

SUZANNE ROY (Secretary) – Has over 25 years of political, public affairs and animal welfare advocacy. She has worked as a press secretary for local and national political campaigns, as a public affairs specialist for a Fortune 500 company, and as Director of Communications and Programs for two non-profit animal welfare organizations. Testimony of Lester Castro Friedlander DVM (Doctor of Veterinary Medicine)

Before the NYS Senate on Racing and Wagering- Concerning Racehorses.

Thank you for allowing me to speak to you today.

My name is  Lester Castro Friedlander. I am a Former New York State Horse racing and Wagering Board Veterinarian. I am also a former United States Department of Agriculture, Food Safety Inspection Service Supervisory Veterinary Medical Officer: I was a USDA Veterinary Trainer of the year.

I came here to speak against the slaughter of horses. New York State should not be a pipeline for horses to be slaughtered in Canada. I am basing my professional opinion as a race track veterinarian; as a veterinarian for USDA, FSIS, a veterinary trainer and also my knowledge of the United States Humane Methods of Slaughter Act (HMSA).

Cattle can be put in ahead restraint, to immobilize their head allowing for the correct placing of the captive bolt in the middle of the forehead, resulting inaccurate penetration the brain and disrupting the central nervous system impulses to the rest of the body, leaving the animal insensitive to the pain.

Horses are creatures of flight, they are stronger than cattle, and their necks are anatomically longer and therefore cannot be put in a head restraint to immobilize their head so that they can be accurately stunned by the captive bolt. Therefore, they are often conscious during butchering.

Furthermore, if the horse is struck more than 1 time with the captive bolt, it is a violation of The Humane Methods of Slaughter Act.

The use of a 22 caliber or higher pistol is also a challenge in stunning a horse. The Plant Employee must hit the forehead of the at a 90-degree angle to penetrate the skull to be effective. If this is not done, the bullet will ricochet off the skull and could endanger humans who are working near the stunning box.

Also, several medications routinely administered to equines are carcinogens and detrimental to humans and other animals. Several of these medications administered to horses are labeled “Not to be used on animals intended for human consumption.”

The most up to date list enumerates that there are 119 different drugs found in race horses; this is why in the 1970’s, the United States Food and Drug Administration, (FDA) made the statement that “Equines are considered Companion Animals, like Dogs and Cats, and should not be considered Livestock.”

After considering the pain and suffering, the inhumane treatment and abuse that equines go thru during the transport and slaughter process and the public health significance of eating horse meat, I believe that horses, when they are no longer wanted or useful, should be humanely euthanized.

HUMANE SOCIETY OF THE UNITED STATES (#HSUS)

Original contributors to the 2019 Path Forward, along with ASPCA, and Return To Freedom, energy lobbiest group American Mustang Foundation, Commissioner for Beaver County UT, Utah Governors Office, and pro slaughter groups: National Cattlemen’s Beef Association, Public Lands Council, and American Farm Bureau to name a few.

Their current projects agreed to in the Path Forward was to use heavy fertilization and be active in the long term fertilization project of WHB using PZP.

Their current projects agreed upon was to remove 45-60,000 WHB in the first 3 years to achieve their goal. How their slogan 10 years to AML affects the wild horses and burros and leads to erradication and genetic extinction.

PZP supporter: Yes

They are the U.S. Technical Registrant for PZP: which is labeled a pesticide with the EPA . According to a 2012 document by Jay Kirkpatrick PhD (Director of SCC, the producers of PZP), he states that HSUS does not own patent but they have ‘exclusive control (pg 9)’ over its use, even over BLM. He states that neither HSUS, or SCC profit from the use of it. Though this was in 2012, and could have changed. I will keep looking to see if, or whether they profit from this on a multitude of animals from domestic to wildlife, also in captivity since.

A tiny, all-volunteer organization with a very strong track record in educating the public, media, other advocacy groups and managing agencies for changes in the way wild horses and burros are managed on public land. Our group photographs and documents current range conditions, prepares reports for inclusion in conversations dealing with government agencies to taking that documentation into a courtroom when other avenues for discussion fail. Wild Horse Education led the way in gaining an enforceable humane handling policy, reforming the way wild horse and burro populations are managed on the range (minimizing removal and managing on the range), improving the adoption program, as well as protecting wild horses and burros from slaughter.

The Board of WHOA became a 501 c3 in 2004. All work by the board is volunteer. There have never been any salaries or payment for our work, our dedication to wild life, and the habitat it graces. One hundred percent (100%) of your donation goes to the work for the cause for our native wild horse, it’s native predators, it’s entire habitat or eco-system, including all native flora and fauna per our Mission Statement.

WHOA has worked legislatively with the Honorable Senator Komadina to pass a bill signed by Governor Richardson (2007) declaring free roaming horses which are not estray (not domestic) to be declared legally New Mexico State’s wild horses. As such they are regulated wild animals of the state not under the jurisdiction of the Fish and Game department and also not under the jurisdiction of the NM Livestock Board.  WHOA has worked with Senator Komadina to pass a host of Memorials asking the BLM, Forest Service, and Native American Nations in New Mexico to utilize their free roaming/wild horses for Equine Eco-Tourism and to utilize PZP immuno -contraception as needed in lieu of predators.

After receiving his bachelor’s degree from Utah State University and his JD from the University of Utah, Beckstead worked as an attorney in private practice on the central Oregon coast before going to work full-time in the animal protection sector. During that time he also served as the mayor of Waldport, Oregon from 2002 to 2007.  He became known for his special expertise in the field of animal law, and has taught that subject at the University of Oregon and Willamette University law schools.  In 2000, he co-authored Animal Law, the first casebook on the subject, and continues to teach animal law, wildlife law and policy, and Endangered Species Act as an adjunct professor of law at Willamette University.

Before coming to work for the Center and AWA, Beckstead served in a multitude of roles for the Humane Society of the United States, including Oregon state director, equine protection specialist, and Rural Outreach director. He also helped lead a successful ballot measure campaign in 2016 to ban the trade in endangered wildlife in Oregon.

Because of his close familiarity with horses, livestock, and farm animals, Beckstead provides training to law enforcement agencies on how to handle and work with those animals, and how to investigate equine and livestock cruelty and neglect.

Return to Freedom is national nonprofit organization dedicated to protecting the freedom, diversity, and habitat of America’s wild horse and burros through sanctuary, education, advocacy, and conservation while enriching the human spirit through direct experience with the natural world.

RTF’s American Wild Horse Sanctuary was designed to model for experiential learning and a solutions focused approach exploring minimally intrusive management philosophies that can be applied on and off the range as an alternative to the costly and traumatic capture and warehousing of fractured wild horse and burro herds. The sanctuary currently provides a safe haven to over 450-500 wild horses and burros, filling a dire need to provide a place where wild horses can still roam free without threat of removal, harassment, or slaughter. Utilizing non-hormonal, reversible contraception as a population management tool allows the mares and stallions to coexist as they do naturally.

Founder: Under the leadership of our first president, Velma Johnston (affectionately known as Wild Horse Annie), ISPMB and Annie were responsible for the passage of Federal Legislation in 1971 (PL 92-195) that gave protection to wild horses and burros on public lands from death and harassment. Saving WHB since 1959. The sanctuary had horses from 4 different herds Gila, White Sands, Catnip and Virginia Range herds.

How this once highly regarded group ended up killing their own horses by starvation due to mismanagement and neglect in 2016.

Copies of Karen Sussman’s responses to abuse allegations (ISPMB): no matter what their statement says, evidence shows otherwise. At each of their separated pastures, severely malnourished and lame horses can be seen, as well as a death pit from multiple horses dying at around the same time (see videos in news below). Sussman blamed a disgruntled employee (former senior project manager) and whistleblower, Colleen Marie Burns, for fabricating falsehoods. It seems the courts sided with Burns, the truth was revealed. In Colleen Marie Burns testimony: she began working as property in April of 2015. Burns filed full documentation of abuse in a Sep 2016 affidavit,  “When horses began to die and my concerns for their well-being were dismissed out of hand by both the ISPMB president Karen Sussman and board of directors (Bobbie Meyzen),  I began documenting their deaths.”

On 9/16/16 Sheriff Mayor and Dr. Marc Hammrich toured the facility for a wellness check and verified the conditions in this animal welfare investigation report.

810 wild horses were impounded, but shockingly charges were not filed. How with such detailed documentation was she not charged with felony animal abuse, and how was she allowed to keep 20 horses from the Gila herd? Court states she could not reach (breed) more than 40 total, and she will be overseen for short time (I think that oversight is now expired). It is noted in a sep 23 18 (see IN THE NEWS below) that ISPMB Ranch sold to new owners. So the question remains….

Sussman found influential allies in making her case against wild horse fertility control in the national animal advocacy organization Friends of Animals and the FoA subsidiary Friends of Wild Horses.
Recounted the spring 2015 edition of the FoA membership magazine Action Line“Sussman used [the horse contraceptive] PZP in 2007 because the ranch did not have the room to sustain the growth rate of the Catnip Herd,”  which had increased 36% and 31% in the first two years after the horses arrived,  “but stopped when she realized that PZP causes infertility after five years.”

    The WH&B program has provision for developing a Herd Area Management Plan designed to implement management actions or areas designated as Herd Management Areas through the land use plan. (i.e.Resource Management Plan amendments) The burden to demonstrate that BLM’s inventory of the 1971 WH&B areas of use was in error falls to the challenger. When the plans establishing areas of use was approved, it represented BLM’s decision based on best available data. If the public has quantifiable data which shows there may be an error, they need to provide those data to petition BLM to reconsider the decision. I know of only two cases where this has happened.
    One in Tonopha where Joe Fallini won a decision in District Court greatly reducing the size of the Reveille HMA and the second in Phoenix where the public provided maps that had not been considered during the RMP/HMA decision. I can’t remember the name of the HMA but Kelly Grissom, former AZ WH&B Specialist, or Karen Sussman, who was President of ISPMB at the time, would.
